NC representatives, NC members and Stakeholders:

As you all know the NC funding issue is currently in flux.  Lots of things are happening; lots of ideas are floating around.  We need to weigh in on the matter quickly.  I've attached a copy of a resolution here below.  I am asking the LANCC NC representatives to send me an email in response to following question; May I present this resolution to the City Council and the Budget and Finance Committee as one that has been approved by a majority of the reps responding?  If the majority answer is yes but is less than unanimous I will so indicate.  I will need an answer no later than 7:00 a.m. Tuesday.

UPDATE:

Mayor's Recommendation for NC Funding

Late today the Mayor met with the NC budget representatives to get their perspective on the current NC funding issue.  When it was all over the following recommendations were sent to the City Council:

$45,000.00 for the next year as recommended earlier by the Mayor

No change in the rules for sweeping unspent NC funds

The City Clerk will put on the NC elections without any contributions from the NCs.

Now it's up to us to be at City Council tomorrow, 10:00 a.m. and the Budget and Finance Committee meeting at 1:00 p.m. to support these recommendations.  Be prepared to tell the council members why NCs are the best able to help their communities in these times of tight budgets; why we get the most bang for the buck; why it makes good sense to encourage the volunteers who give thousands of free hours to the city each year.

Don't forget to fill out a speaker card when you arrive.  If you don't see it on the agenda then ask to speak during Public Comment.

Budget Resolution

Whereas Neighborhood Councils are charged with continuing outreach to stakeholders within each council's boundaries, and

Whereas the Charter mandates that Neighborhood Councils promote more citizen participation in government and make government more responsive to local needs, and

Whereas the Charter mandates that Neighborhood Councils shall monitor the delivery of City services in their respective areas, and

Whereas the Charter mandates that Neighborhood Councils shall include representatives of the many diverse interests in communities and shall have an advisory role on issues of concern to the neighborhood, and

Whereas the Neighborhood Councils have consistently used their limited funding to benefit their immediate communities, and

Whereas the Charter mandates yearly funding of the Neighborhood Councils, and

Whereas each of the above as well as the other numerous and varied activities of the Neighborhood Councils requires adequate funding, and

Whereas the funding for Neighborhood Councils amounts to approximately 0.5% of the total proposed City budget, and

Whereas it is the position of the Los Angeles Neighborhood Council Congress that the funding level proposed by the Mayor is proper and adequate to meet the needs of the Neighborhood Councils and their stakeholders without putting an unnecessary added strain on the current budgetary process. Further, to reduce the funding of the Neighborhood Councils to the level proposed by members of the City Council's Budget and Finance Committee would cripple the efforts of the Neighborhood Councils to carry out their mandates and stifle their ability to make necessary improvements within their communities,

Now Therefore, it is resolved that the Los Angeles Neighborhood Council Congress opposes any effort to reduce the funding of Neighborhood Councils and calls upon the members of the Budget and Finance Committee to recommend to the City Council that the funding level for Neighborhood Councils remain consistent with the current recommendations of the Mayor. It is further resolved that the Los Angeles Neighborhood Council Congress calls upon all members of the City Council to reject any proposal to reduce Neighborhood Council funding below that recommended by the Mayor's current proposed level of $45,000.00 for the next fiscal year.
