MINUTES

1. Meeting was called to order at 10:20 AM by Chair, Len Shaffer.

2. The minutes were unanimously approved as corrected.

3. Public Comment: Bob Gelfand spoke regarding financial disclosure and conflict of interest regarding the council file issue. Brady Westwater stated that NCs are not being consulted by city departments, i.e. Cultural Affairs Dept.. The city must notify NCs when RFPs go out. Joe Vitti suggested we support Councilman Zine in his quest to best cut payroll expenses. A motion was made to add this to the agenda. Challis MacPherson seconded and asked that this become item 4A. Greg Nelson stated that under Rule 23 NCs can discuss items that have just arisen that can't wait for the next meeting. The motion passed unanimously. Dan Wiseman said that Santa Susanna was a test site for the government and the ground water is now contaminated. Gary Baratta stated that the DWP says that desalination has not yet been proven, although it is in world wide use.

4. Area Representatives: Cindy Cleghorn Northridge East NC has asked to send a delegate to LANCC. DeDe Audet said there were no results yet on their billboard count. Margo Harris stated that Watts and the CRA are doing research on fast food restaurants and a proposed moratorium for Watts . Adrienne O'Niell spoke of Councilwoman Hahn's closing of their field office with no notification.

4A. Joe Vitti made a motion to support Councilman Zine's proposal to review city payroll costs to see if they could be cut. The motion was seconded by DeDe Audet, and carried with 2 absentions.

5. It was explained that the new election procedures did not call for candidate speeches on election day. Bob Gelfand wanted a candidate's forum. Margo Harris wanted less verbiage and written candidate statements. It was decided to give each candidate two minutes to speak on election day.

6. BONC is currently holding meetings on the issue of financial disclosure for NCs. Many NCs have voted against filling out any financial disclosure forms. The city council has asked the city attorney to draft a proposal that has all NC board members of an NC that files a council file filing financial disclosure forms. The city attorney is not certain it can be done. The matter goes before the city council around Nov. 15. Many NC board members will withdraw if required to file financial disclosure forms. Ken Draper doesn't believe that NC rights should be given up. Cindy Cleghorn made a motion that LANCC support a position requiring no financial form requirements. Dan Wiseman seconded the motion. Charlotte Laws amended the motion to include the points made by Ken Draper and Greg Nelson be included in the letter. The motion carried with 9 yes, 1 no, and 2 abstentions.

7. Isais Cantu of the City Clerk's Office spoke about the 2010 elections. They are trying to get NC input into the election process. NC Feedback equals the nuts and bolts, default values, i.e., voting age, and eligibility to vote. They must develop and discuss procedures for the elections. They will provide a full service election, however NCs must do the outreach, assign a liaison to the city clerk's office and get candidates to run. Ncs may elect to vote by mail. This brings in more voters. The city clerk's office will use the DWP mailing addresses. The first mailing will contain general information, and the second mailing will include the candidate list.
