MINUTES

1. Meeting was called to order at 10:20 AM by Chair, Len Shaffer.

2. The minutes were unanimously approved as corrected. 3. Public Comment: Bob Gelfand made a motion to amend the agenda to include in item 6 that the E & N Committee consideration of NC financial disclosure until NCs have a chance to comment, and to include in item 8 that elections will be held at a specific time. The motion was seconded by Gary Baratta and passed with one no vote. Maggi Fajnor of PlanCheckNC noted the next meeting will be 9/13 at the Hollywood Community Room. Nina Royal stated that the Home Depot dispute resolution meeting allowed no public access, nor were any minutes taken. The next meeting is October 16. Ann Walnum discussed fair funding for NCs. Jose Aguilar finds Prop B to be discriminatory, mainly supporting condos. He is asking for more affordable housing for seniors, and finds that the ordinance will effect property values.

4. Area Representatives: Cindy Cleghorn spoke with Foothill Trails. Heinrich Keifer said that he had had little response for the various NCs in his area.

5. Lucille Saunders of the La Brea – Willoughby Coalition is one of the named plaintiffs challenging the city's failure to conduct proper infrastructure and population studies before updating segments of the General Plan. The report is to be done annually, and has not been done since 1998. The city does repairs, but doesn't know what they have or what they need. The trial date will be set on Sept. 29, and is asking for NC support via resolutions for the city to do the reviews.

6. NC members could be required to file annual financial disclosure forms. Councilman Alarcon felt that if NCs were required to file disclosure forms to file council files, it would be punative, so all NCs should fill out the form. The Ethics commission came out with Form 53 that would require listing employers, property owned and other assets valued over $2,000 or 10% in the NC area. NCs don't vote, therefore no disclosure forms should be required. Bob Gelfand made a motion that the E & N committee postpone a decision for 90 days so NCs may comment. Joe Vitti seconded the motion. The motion carried with 2 abstentions.

7. Suggestions were made for LANCC participation in the Congress of Neighborhoods. These ranged from SB 1818 to Infrastructure, and hot button issues. The C of N is requesting $500 from each NC.

8. Bob Gelfand made a motion to set a date for the election at the December meeting and to set standing rules in November. Gary Baratta seconded the motion. Cindy Cleghorn amended the motion to have an independent committee review the rules and elections. The amended motion carried with one no vote. Adrienne O'Niell will put together a committee of non-candidates to research the nominations and rules. Bob Gelfand requested that the candidataes be able to speak while Joe Vitti stated that Standing Rule #2 requires a majority for election. Stan Moore said he will have a flyer ready in October regarding the basic ground rules.

10. Cindy Cleghorn stated that LANCC has brought issues to NCs attention. Jack Humphreyville said that the City Council passed rate restructuring. It could mean SFR bills could go 50% higher, while 25% of the DWP money goes to pet projects.
