MINUTES

1. Meeting was called to order at 10:10 AM by Chair, Len Shaffer.

2. The minutes were unanimously approved as corrected.

3. Public Comment: Soledad Garcia reported that the DWP is out of compliance with the MOU. Gary Baratta reported on the CBT-Done meeting. Done has raised $75,000 from outside sources. Maggi Fajnor said that the August 9 meeting of PlanCheckNC will discuss community character, vision and design. Dan Wiseman asked for NC participation on the Santa Susana Mtn. and West Hills. Susan Roche had procedural questions. Heinrich Keifer stated that the Congress of Neighborhoods has selected delegates to plan the event. Steven Box is asking for endorsements to the Cyclists Bill of Rights. Cindy Cleghorn said that the dispute resolution with Home Depot had been held and the EIR released. Mary Benson reported that the Home Depot plan says nothing about natural resources preservation.

4. Area Representatives: Cindy Cleghorn , Charlotte Laws and Heinrich Keifer had no input. Soledad Garcia has agendized the new charter.

5. Bong Hwan Kim of Done spoke of combining the Mayor's Budget and the Congress on October 11. Suggestions for break out sessions include NC organizing efforts, Best Practices, Economy, and Open Spaces. The Brown Act/Sunshine Act are currently in the City Council. The issue is on serial meetings.

6. Raphe Sonnenshein reported that the grievance procedures are ready to present to DONE and BONC. It will be submitted to a committee, then to a peer group to work on resolution, and then finally, back to BONC. If an individual board member violates the rules, the board should handle it. The problem must be mediated, not dictated. Both the city and the state must approve the Sunshine Law.

7. David Hernandez discussed the Prop R lawsuit. Lobbyists wrote Prop R, however state law forbids two issues in one measure. The city can request a stay if they lose the lawsuit.

8. Joe Vitti reported on Proposition 11, the Redistricting of state legislative boundaries proposition. It will be on the November ballot. He recommended voting yes and to visit www.yesProp11.org for more information. State legislators now draw their own boundaries resulting in a 99% re-election rate leading to elected officials that are not responsive to the needs of the voters. A citizens' commission of 14 members will be formed to redraw state legislative district lines based upon strict nonpartisan rules .

9. NCs have the power to affect policy. However, the city tries to silence them. 85% of the area's tax collected in the city does not go back to the neighborhoods. The problem is the system, not the people. We must have strong leadership in our NCs, and we must work together.

10. LAUSD has chosen sites for new schools, often in contrast to community wishes.

11. Nominations for the LANCC board may be made by email.
