LANCC – Recommendation for Charter changes
Should the LANCC Charter be changed? There are usually three sides to every story.
Here we have those who say everything is fine and there need be no changes to the Charter, just give it time and it will work the way we envisioned it. Then, there are those who say it's not working and we should start fresh. Then there's others who say let's look at what's good and see if we can improve on it.
One thing is for certain, two of the views agree that the purpose of the LANCC and it's mission statement, as set out in the Charter, should not change. The LANCC should continue to foster education of and communication between neighborhood councils and to communicate to others how NCs view local, regional and city wide issues.
One major question that has been raised is whether the LANCC should continue to be a “formal” group where only the official representatives from member NCs are allowed to bring issues to the LANCC and then debate and vote on them.
Should the LANCC become more of a “town hall” type of forum where all who are present have the right to speak, debate and vote? If so, then in reporting the vote, both for, against, and those with a middle ground, should the LANCC give special notice to the votes of NC representatives who are voting the official view of their NC?
Should the LANCC encourage NCs to form regional groups where local and regional issues can be vetted? Then, if those groups felt it wise to have city wide support for their issues, they could ask that the issue be put on the LANCC agenda for discussion and further action. This would not mean that the LANCC would only respond when requested to do so by some regional NC group, only that it would provide a means for others to bring issues to the LANCC that had become ripe for city wide consideration.
These are just some of my thoughts. I hope, after reading this short piece, many of you will come to the meeting on Saturday with ideas of how, if at all, the Charter should be changed for the betterment of the LANCC. For everyone's convenience, I have attached a copy of the current charter to this email. Print it out and bring it to the meeting.
