MINUTES

1. Meeting was called to order at 10:22 PM by Chair, Brady Westwater.

Roll Call: Delegates from the following member Neighborhood Councils were present:
Bel Air Beverly Crest, Coastal San Pedro, Downtown LA, Granada Hills North, Greater Griffith Park, Greater Valley Glen, Harbor Gateway South, Lincoln Heights, Tarzana, West Van Nuys/Lake Balboa, Winnetka, and Woodland Hills-Warner Center.

2. The minutes were unanimously approved as corrected.

3. There was no public comment given.

4. Ken Draper presented a report from the Reorganization Committee. He asked that we keep open minds for a new process. The NCs have not taken up issues, attendance has declined. He finds a commonality in regions that can’t be ignored. The LANCC does not make policy. Joe Vitti suggested modification rather than throwing away what has been built. Ken suggested that NCs develop pros and cons on issues on a regional basis and then bring them to the main body. A town hall format was suggested, along with opening LANCC to all NCs. Regionalization could have too few people who work and participate. The larger problem seems to be NC representatives not taking LANCC issues back to their NCs, along with a lack of communication from LANCC. A trial program was suggested.

5. Because Los Angeles has fewer jobs than other large cities and lower per capita income, Brady Westwater has decided to devote his time to economic development and start an economic development committee.

6. Elections were held with the following results: Len Schaffer, Chair; Joe Vitti, 1st Vice Chair; Bob Gelfand, 2nd Vice Chair; Adrienne O’Niell, Secretary; and Luciana Dar, Treasurer.

7. No new business was discussed.

8. Future agenda items proposed were: discussion of web site, duties of the officers, economic development committee, and the top ten city issues.

9. Public Comment: Rand is hosting a traffic discussion on July 26 at 5:00 PM. DWP is taking meetings to the neighborhoods. Soledad Garcia requested that all NCs answer the questions emailed to them.

10. The meeting was adjourned at 12:50 PM.
