MINUTES
1. Meeting was called to order at 10:17 PM by Chair, Brady Westwater.
Roll Call: Delegates from the following member Neighborhood Councils were present:
Atwater Village, Coastal San Pedro, Downtown LA, Greater Valley Glen, Harbor Gateway South, Mid City West, Pico Union, Silver Lake, Sunland Tujunga, Tarzana, West Van Nuys/Lake Balboa, Winnetka, and Woodland Hills-Warner Center. Please note that no roll call was taken and not all neighborhood councils signed in, so the above is an incomplete list.
2. The minutes were unanimously approved as corrected.
3. Glassell Park’s confrontation with a videotaper was discussed and their actions were found to be a violation of the Brown Act. Pico Union NC has received permission to put cameras in the park. There is a BOQ press conference on Normandie and Pico on June 7 at 1 P.M. The upcoming BONC meeting will discuss NC self assessment. Jeff Jacoberger has a homeowners self assessment that he will send to the president and secretary. The Louisiana NC conference was discussed.
4a. Not discussed.
4b. There will be a five mile homeless walk planned with a meeting in July. NCs were asked to participate. The United Way/PATH can help get people off the streets. They are outreaching to the camps and the streets. County wide, there are 90,000 homeless people. It will cost $25 to participate in the walk and the funds go back into the community.
5. Four NCs have requested a way to work with the school board, particularly on siting schools. With reduced enrollment, the reasoning for new schools is controversial. LAUSD operates outside the city planning rules. It was requested that a committee be set up in the future and that the schools be joint use for community needs.
6. No report. The DWP OSC will communicate with NCs regarding the proposed rate increases.
7. The transportation committee needs people on the committee. The homeless committee will meet. A Parks committee is in the works and needs NC people to work with them.
8. The LA Times was unable to make the meeting. They would like the NCs to be reporters.
9. Doug Epperhart is now on the UNCOLA board. When funded, the invidual NCs will be able to obtain funds. Len Shaffer spoke in favor of this umbrella group that is independent of NCs.
10. Ken Draper reported on restructuring the LANCC. They have begun the process but have not finalized it. He suggested opening LANCC to more NCs and felt that regional meetings may be more energizing. All NCs could vote in regional meetings with no agendas. They could take up individual issues rather than the whole pie. With the NCRC discussing regionalization, it makes sense. Some NCs liked the idea of regionalization, however the seven planning areas are not equal and it may not be the way to go. A leadership plan should be developed and a plan that could affect the NCs city wide. Motion was made to explore regionalization of LANCC and to give autonomy to the regional reps, seconded and carried unanimously.
11. Brady Westwater was nominated as chair of LANCC for the July elections. Bob Gelfand stated he would run for first vice-president. Nominations can be made by email.
12. The City Attorney stated that the NCs can use their funds for a Congress of Neighborhoods convention.
