MINUTES
1. Meeting was called to order at 12:35am by Chair, Brady Westwater
Roll Call: Delegates from the following member Neighborhood Councils were present:
Bel Air Beverly Crest, Coastal San Pedro, Downtown LA, Granada Hills North, Greater Griffith Park, Greater Valley
Glen, Harbor Gateway South, Historic Highland Park, Lincoln Heights, Mid City West, North Hills West, Silver Lake,
Tarzana, Venice, West Van Nuys/Lake Balboa, and Winnetka.
2. The minutes were unanimously approved as corrected.
3. The CNC issued an email report. There could be a waver on parking requirements. Alert your land use
committees, these could go by right. Jacque Lamishaw reported on the Home Shows for the NCs taking
place on 6/1/07. Soledad Garcia informed the LANCC of a Transportation Dept meeting on 6/9/07 at 10am.
4. Len Shaffer reported that Jack Weiss, City Councilmember, has put forward a motion to study the NCs
right to appeal. Eleven NCs have voted to support Tarzana, and three more have agendized the issue.
5. Luciana Dar requested funds to reimburse the start up costs of $1,500 for UNCOLA. Dede Audet suggested
that an email be sent stating UNCOLA’s mission statement and a use of funds schedule. Jeff Jacoberger
was asked to redistribute the charter regarding funding.
6. It was stated that the school board may build schools on sites that had been previously rejected. This item
was put over to the next meeting.
7. The DWP oversight committee requested all NCs to ask the City Attorney to investigate possible violations
by DWP at their board meeting. They were advised that the City Attorney advises, but the District Attorney
acts on violations. The Committee must file a formal complaint with DWP within a certain numbers of days
and refer to the Brown Act. They should formalize their complaint to the General Manager and then go
forward.
8. The City has failed to implement the 1969 fire safety recommendations. Discussion involved the banning of
cement-pouring trucks in fire hours, have the fire department oversee the safety of trucks, provide complete
evacuation plans, ban smoking on construction sites, and ban wood shake roofs. There should be
immediate brush clearance by all non-profits. Len Shaffer also suggested enclosing eaves and installing
sprinkler systems.
9. Jacque Lamishaw stated that the Home Show will back a Congress of Neighborhoods meeting at their
facilities. They will fund the first Congress of Neighborhoods only if LANCC plans it.
10. Ed Bok of Animal Services spoke regarding AB 1634, which covers animal welfare in addition to adoption.
The cost to the state will increase as more animals are held longer. There is a pet overpopulation – all dogs
and cats must be neutered unless the veterinarian says no, they are a breeder, etc. He suggested getting a
letter of support out on this state bill. Spay and neuter costs are income-based. L.A. City spends $12 million
annually for euthanasia.
11. Greg Nelson suggested that NCs be prepared with ideas for the meeting with DONE regarding the
Congress of Neighborhoods meeting.
12. Dede Audet was nominated and voted to head a Homelessness Committee.
13. The possible loss of revenue on the DWP water transfer and the cell phone tax will not impact the
City until next year. The City Budget Director wants to meet with NCs.
