MINUTES
1. Meeting was called to order at 12.43 PM by Chair, Brady Westwater.
Roll Call: Delegates from the following member Neighborhood Councils were present:
Arroyo Seco, Bel Air Beverly Crest, Central San Pedro, Coastal San Pedro, Downtown LA, Encino, Granada Hills North, Greater Griffith Park, Greater Valley Glen, Harbor Gateway South, Historic Highland Park, Mid City West, Northwest San Pedro, Pico Union, Silver Lake, Sunland Tujunga, Tarzana, Venice, West Hills, Westchester/Playa del Rey, and Woodland Hills-Warner Center.
2. The minutes were unanimously approved as presented.
3. Under public comment, Jeff Jacoberger addressed the clean money campaign. They will meet on 4/11 at 3:00 PM. The City Council will send out a memo. The NCs should look at LAUSD to incorporate NCs into the process of bonds, etc. from beginning to end. There are recall movements in the 5th District.
4. Len Shaffer discussed Ncs being granted the right of appeal on planning and zoning matters. If an NC takes a position, there are 15 days to appeal and a $70 fee. The City Attorney says NCs can’t appeal any city decisions. NCs should have the same rights as the city council, mayor, etc. at hearings. A motion was made, seconded, and passed that LANCC consider supporting NCs right of appeal on any and all matters. All NCs are to report back to LANCC. San Pedro NCs request LANCC support for a citywide transportation plan to be developed in consultation with the NCs. A motion was made, seconded and passed to support items 1,2,3,5,7 and 10 of the resolution with the other items being referred to the transportation committee. All NCs are to report back to LANCC.
5. The elections for LANCC have been postponed until July 21.
6. No committee reports were given.
7. Matt Welch of the Los Angeles Times discussed how the Times will use the web to create more local discussions. The LAOpinion@LATimes.com wants to hear from NCs. They are interested in “deep in the woods” local issues since they are becoming more important.

11. Reseda NC has asked the City Attorney how stakeholders can bring valid complaints against board members.
