MINUTES
1. Meeting was called to order at 10:12am by Chair, Brady Westwater
Roll Call: Delegates from the following member Neighborhood Councils were present:
Coastal San Pedro, Downtown LA, Empowerment Congress SE, Encino, Granada Hills North, Greater Griffith Park,
Greater Valley Glen, Harbor Gateway South, Historic Highland Park, Lincoln Heights, Mar Vista, Mid City West,
Northridge West, Pacoima, Reseda, Silver Lake, Tarzana, West Hills, West Los Angeles, Westchester/Playa del
Rey, Winnetka, and Woodland Hills-Warner Center.
2. The minutes were unanimously approved as presented.
3. Under public comment, Greg Bartz of LADWP passed out brochures for loss of power. Mr Garcia
asked all NCs to send a letter to the mayor regarding Lisa Sarno’s new budget recommendations.
Mary Benson of Sun Valley NC stated that every five years an agricultural census is done. If the
value of the land is more than $1,000 the property must be registered as agricultural production. This
will help protect open spaces. Bob Gelfand reported from the E&N committee that NCs are expected
to do more than the charter requires. Greater Cypress Park stated they would be decertified if they
don’t do anti-violence training. Reseda NC asks the NCs to support Councilman Smith’s motion for
overtime pay for LAPD.
4. Larry Frank, Deputy Mayor, stated that the Mayor’s budget program reached 40% participation this
year. Gang Prevention was the most important item selected by the NCs. Big Sunday, April 28–29,
has 350 projects on tap. NCs could be eligible for financing if the project gets in early. Kiwanis has a
key leadership program to get gang kids involved. They are natural leaders. Mr. Frank was asked
why DONE is proposing so many new rules when a new GM is due and the 912 Commission is in
process. Len Shaffer stated the acts and rules are illegal. DONE is failing to follow the Charter and
issuing new rules and edicts when they have no power to do so.
5. No committee reports were presented.
6. Motion to combine committees:
a. Motion was made, seconded and passed unanimously to temporarily combine all administrative committees with the Executive Committee and open to the public.
b. Send comments on NCs integration into the LA Times and other media to Brady Westwater.
c. Ken Draper and Greg Nelson will email NCs regarding where we are and where we should be going debates.
d. The Dept of Parks and Recreation will be conducting a separate census for every NC area. |
7. The UNCOLA is still not certified by the IRS, but has begun working on grants.
8. The DWP-MOU Oversight Committee reported that the DWP has agreed to the changes requested
by the NCs, and they reminded every NC that they must vote on the changes.
9. Motion was made, seconded, and passed unanimously that members of the Planning MOU
Committee become the Planning Committee of LANCC.
10. A report will be emailed regarding the March 18 citywide historic and cultural preservation
conference.
11. The Transportation Committee will meet at 11AM at LA City College on February 10.
12. Home Show chair, Jacque Lamishaw, said there was free booth space for all NCs that could benefit
outreach efforts. Free tickets can be printed from the City Watch home page.
13. LANCC will have at least one room at the April DONE Congress of Neighborhoods. They also want
NC participation on the various panels. The cost of the convention has concerned many NCs.
14. Bob Gelfand reported on his meeting with the acting GM of the Cultural Affairs Department and
submitted a written report to the delegates.
15. The Legal Action Committee reported that the City Council, rather than the City Attorney, determines
the legitimacy of LANCC. They are trying to meet with the attorney to discuss the issue further. No
one knows where LANCC fits into the Charter, but the City Council can make the final decision.
