MINUTES

1. Meeting was called to order at 10:06am by Chair, Brady Westwater

Roll Call: Delegates from the following member Neighborhood Councils were present:
Arroyo Seco, Central San Pedro, Coastal San Pedro, Downtown LA, Encino, Granada Hills North, Greater Echo Park/Elysian, Greater Griffith Park, Harbor Gateway South, Historic Highland Park, Hollywood Hills West, Lincoln Heights, Mid City West, Northridge West, Reseda, Silver Lake, Studio City, Tarzana, Valley Village, West Hills, West Van Nuys/Lake Balboa, Westchester/Playa del Rey, Winnetka, and Woodland Hills-Warner Center.

2. The minutes were unanimously approved as amended.

3. Under public comment, Tom LaBonge spoke regarding filming projects, help with the McMansionization Project, and the March 17 meeting with the Cultural Dept. Sylmar NC wants to work toward gaining more NC time to speak at city meetings. North Hollywood NC spoke on Proposition R, which is having its appeal hearing on January 25, 2007. Dan Pasley wants NCs to inform him of the good things the NCs do. Soledad Garcia reminded the Congress that the DWP/MOU meeting on January 24 will find DWP responding to the requested changes by the NCs. Erik Sanjuro said the the Transportation Department is ready to sign an MOU with the NCs

4. Term-limit extensions were tabled, the motion passing unanimously.

5. All paperwork for the 501(c)3 have been filed.

6. The Historic Resources Preservation Conference on March 17, 2007 is proceeding. We are working to get theaters donated, reduced parking fees, and to get all ethnicities involved. Motion was made, seconded, and passed unanimously to continue the planning for this event.

7. The Transportation Committee is putting together a survey for the NCs of work that can be done. James Okazaki is working to set up an ENS.

8. Motion was made to disband the Information Technology Committee; it passed with one abstention.

9. Motion was made, seconded, and passed unanimously that the Congress will participate in the Congress of Neighborhoods scheduled for April. The Congress will hold one in the fall of 2007 and encourage all NCs to participate. DONE will hold a Congress of Neighborhoods planning meeting at the DWP building on January 23, 2007 at 6:00pm. 10. The Cultural Affairs Committee is trying to set up a meeting with the L.A. Cultural Affairs Department. The Port of Los Angeles is working on preserving cultural affairs. Coastal San Pedro presented a motion to increase the Cultural Affairs Department budget and to pass such motion to the NCs. It passed unanimously.

11. Jim Alger gave a report on the Legal Action Committee. He asked all NCs to report on their successes to offset the Sarno report. He will bring the report to the Congress and email all NCs. A motion was made, seconded and passed unanimously to empower the committee to prepare a response to the City Attorney’s office, and to discuss the issues on the Sarno Report and have it ready for the February meeting.

12. Los Angeles has not been involved in Keep America Beautiful in the past, but will now begin working with them. A preliminary meeting has been set for January 13 at 10:00am, and on March 3, they will have a kick-off ceremony at City Hall at 8:00am. It is requested that all NCs be there.

13. NCs are the best place to handle homeless problems, and businesses are the best place to get financing. NCs must organize this. Chrysalis will work with them to help them get started.

14. A street paving bond motion is getting ready to be put on the ballot by the City Council. Charley Mims was asked to head a committee to investigate this measure. His appointment was carried unimously

15. Wendy Gruel asked that the Congress keep her updated on our problems with DONE. She wants NCs to help get L.A. clean and beautiful. The Deptartment of Parks wants to work with the NCs and find groups to do the "million trees program" for research. It was stressed that all delegates must report back to their NCs.

16. The meeting was adjourned at 1:39pm.
