Congress NOTES:

Hi All,

Well, we found a home for next Saturday.  We'll be meeting at the DWP as usual.  One thing to remember, if we change the configuration of the room to accommodate the meeting, it must go back to the way we found it.  That being said, let's get on with the agenda suggestions that came out of a brief meeting after the Congress on Saturday.

I've attached some documents that, if you get through them, will prepare you for the discussions.  Come prepared to express your opinions on these agenda items and to make suggestions regarding if and how neighbor councils should weigh in on the issues.

5. DWP Rate Increase – Update on City Council Action (15 min)

6. SB1818 – Does the proposed ordinance miss the point? (25 min)

Just to give everyone an over view so we all have some idea of what's in store for those of us who attend the LANCC on Saturday, here's a quick rundown on some of the agenda items:

#6 SB1818 is the state law that mandates incentives like height and density bonuses be given to developers in exchange for their including low and very low and moderate income and senior units in their projects.  The incentives can override any zoning, general or specific plans.  The question is whether LA has gone to far with its proposed incentives. ( see also SB1818 Analysis )

#7 LANCC Charter Some have raised questions about LANCCs current structure (some thoughts, FYI).  They ask, is there some way the LANCC can become more nimble, effective, representative and credible?  Should our Charter remain unchanged or should the member NCs be given the opportunity to revise it in order to make the LANCC more relevant? 

#8 Parking Reduction The City Planning Commission has proposed an ordinance that would allow, under certain conditions, apartments and condos to be built with little or no parking spaces in order to encourage people to take public transportation.  One Commissioner claimed it was time to use the stick instead of the carrot.

#9 Telephone User Tax If the city loses a pending law suit, and it appear likely it will, a Telephone Users Tax that has been in effect since the 1960s will disappear, along with $270 million in city revenue.  A new tax, 9% instead of 10%, will be on the ballot in February.  The new tax will apply to all the new telephone technology and, if the city attorney has drawn things up properly, to all technologies to come in the future.  The question is whether the tax is necessary and if so, does the new ordinance go too far?
