The
following is a report from Laura Chick, LA City Controller:
Report on meeting with NC Liaisons
City Controller Laura Chick's Neighborhood Council Liaison meeting
- Follow-up
7/14/04
Thank you for attending Saturday's meeting of my NC Liaison group.
I am very excited by the issues we decided to focus on after a lively
discussion. I have already begun work on the action items from our
meeting.
Those items are as follows:
I will facilitate a meeting with the Planning Department
o I will facilitate a meeting with City staff regarding funding/payment
policies and procedures for Neighborhood Councils.
I will send the report on the Early Notification System upgrade,
as well as an update on the status of the proposed improvements.
This is the first step in pushing for better communication.
I will keep you up to date on my efforts to include language
in voter-approved bonds that would require and fund regular audits
of bond fund project expenditures.
I will assist in facilitating the dissemination of information
regarding Inclusionary Zoning.
In keeping with the last action item, attached to this are two documents
with information regarding inclusionary zoning. The first (below)
is an email that was sent from the Planning Department to Neighborhood
Councils with a listing of briefings the Department will be making
to each of the Area Planning Commissions on inclusionary zoning.
I hope all of you, and your Council's planning experts, can attend.
The second document is a matrix from Councilmember Garcetti's website
(download the pfd file below) that breaks down the various components
of the proposed inclusionary zoning ordinance.
I am already hard at work on all of these items and will contact
you with further information. If you have any questions please contact:

Email
from Planning Department to Neighborhood Councils:
The City Council is considering a motion to develop a citywide
Inclusionary Housing ordinance and Councilmembers Reyes and
Garcetti have requested that a forum be created to elicit
public input from the Neighborhood Councils and others regarding
the proposal. The Housing Department, the City Planning Department,
the Redevelopment Agency and the City Attorney's Office have
prepared a 30-minute presentation regarding general housing
issues as well as an overview of the components of the current
proposal. The presentations are tentatively scheduled to take
place at the Area Planning Commission meetings listed below.
All meetings start at 4:30 p.m. and the presentations will
be given after the Commission's regular agenda. To confirm
the presentation, please check your Area Planning Commission's
agenda closer to the date at www.lacity.org/pln/
